If I had to explain the French problem in one number, that would be it.
The French minimum wage is 61 percent of the country´s median wage. That means that if you are only 60 percent as productive as the median Frenchman - because of a lack of education, experience or language skills - it is forbidden to hire you. And then you will probably not get more productive and experienced, and you will not improve the language. You are out in the cold.
In the US the number is 36%, in Canada 43%.
